Monitoring System

A system will be developed that describes and monitors development, performance and impact of the Data Economy for Food Systems in terms of possible scenarios. Mapping takes place from three different angles: (i) analysing the current state-of-play, (ii) policies that are expected to be adapted during the course of the project and (iii) a stakeholder network that is partly based on case studies but supplemented with other relevant groups.

While the data economy for food systems is still in its early stage, it is important to build up a vast knowledge base in order to create a better insight into its development, structure, functioning and how it can be improved, related to EU policy objectives. 

Data4Food monitoring system aims to monitor the development, performance and impact of the Data Economy for Food Systems in terms of possible scenarios. Based on that, recommendations or possible solutions are derived. This feeds back into the 

(a) policies, leading to possible adaptations and 

(b) case studies and the stakeholder network in which they are tested and evaluated. 

Finally, these are expected to affect the current state of play that will be monitored by the system.

The system provides insights into the Data Economy for Food Systems and its development to EU and Member State policy makers as a basis for designing their policies. Food chain stakeholders or relevant associations can also benefit from the information provided by the System.

BASIC COMPONENTS

The Monitoring System for the DE4FS goes beyond economics. It monitors all dimensions of sustainability, and also includes indicators such as those related to inclusiveness and fairness or to the broader impact of the Data Economy for Food Systems on the sustainability of food systems.

The monitoring system consists of: 

  • an online graphical user interface that visualizes the Data Economy for Food Systems in dashboards using indicators, graphs and tables but also documents related to the knowledge base and 
  • a back-end system that handles all data interactions.

The monitoring system shows the state-of-play of the Data Economy for Food Systems at the macro-economic level (EU, Member State), supported by real-life examples from the case studies at meso/micro-economic level. It will be unique in its attempt to create holistic insights in this rapidly changing part of our food production and consumption.

The system includes several user profiles creating different screens for all the potential end users, such as EU and national policy makers, food chain stakeholders or associations. 

The system will be implemented in such a way that any data source can easily be integrated and provide data and data objects in an automatic manner.  In addition, a dedicated space will be designed and developed within the tool where online surveys will gather relevant data to update the proposed indicators (quantitative and qualitative) where needed.
